Qualifications Recognition

Recognition of study documentation

Academies of the Republic of Belarus take for higher study level of foreign students according international agreement including interdepartmental documentation. Recognition of study documentation of foreign states realize in terms of conventions, international contracts, intergovernmental agreements in sphere of recognition of study documentation, state study standards, statutory acts of educational system of the Republic of Belarus.

Procedure of recognition can be different against presence or failing of international contracts about recognition of study documentation between the Republic of Belarus and State where document was getting.

The main instrument for promoting academic mobility is the Lisbon Convention on the Recognition of Qualifications concerning Higher Education in the European Region (the Lisbon Convention). As a party to this Convention Belarus has assumed an obligation to establish a competent authority to make decisions on the recognition of foreign qualifications, to ensure that holders of foreign education diplomas have adequate access to the recognition procedure, and to establish transparent, coherent recognition procedures. Under the Lisbon Convention, Belarus is also obligated to establish a national information centre for academic mobility and recognition to provide adequate information on any institution belonging to its higher education system, and on any programme operated by these institutions, with a view to enabling the competent authorities of other Parties to ascertain whether the quality of the qualifications issued by these institutions justifies recognition in the Party in which recognition is sought.

Under the national law on higher education, the Ministry of Education is the focal point for ensuring that the obligations under the Lisbon Convention are duly met. A part of the relevant functions were delegated by the Ministry to the National Institute for Higher Education. The Foreign Credentials Assessment Unit within the Institute is responsible for the assessment of foreign qualifications falling within the purview of the Lisbon Convention and acts as the National Information Centre for Recognition and Under the Law on Higher Education of Belarus, the relevant functions have been vested in the Ministry of Education of Belarus.


Foreign credentials assessment

For an applicant coming to Belarus to study, the first point of contact regarding recognition is the higher education institution. Most decisions on this matter are taken by the institution. However, some are referred to the Foreign Credentials Assessment and Recognition Unit. Applications from holders of foreign diplomas who wish to have their credentials recognized for purposes of professional employment are handled directly by the Unit.

The primary responsibility of the Unit is to ensure that holders of foreign qualifications have access to an assessment of their qualifications, and that the assessment procedure is fair, transparent, expeditious and free from discrimination. In doing so, the Unit is guided by the principles of the Lisbon convention, which have been further specified in national regulations adopted at the level of the central government.

Every effort has been made to reduce, as far as possible, the barriers to accessing the assessment procedure, including the financial cost to the applicant. The essential list of required documentation is kept to a minimum. Assessment is performed at no charge to the applicant. Most applications are considered within one month of submission.

The result of the assessment is a recommendation to education institutions, potential employers or other interested parties regarding access to further or higher education studies or employment, or both. In 2007, the Unit performed over 350 assessments, of which the majority were for employment purposes.


National Centre for Academic Recognition and Mobility

As the national centre for academic recognition and mobility, the Foreign Credentials Assessment and Recognition Unit has a responsibility to provide adequate information on any institution belonging to its higher education system, and on any programme operated by these institutions, with a view to enabling the competent authorities of other Parties to ascertain whether the quality of the qualifications issued by these institutions justifies recognition in the Party in which recognition is sought. The Unit is the first point of contact for academic recognition agencies for information regarding the status of specific education institutions in Belarus, their right to issue nationally recognized diplomas, the academic and professional rights of holders of academic credentials, academic programme descriptions and other matters related to recognition of academic qualifications issued in Belarus.

The Unit also develops and maintains an overview of the different types of higher education institutions belonging to its higher education system, with the typical characteristics of each type of institution, including by sharing information on Belarus in the World Higher Education Systems Database.


Organization of recognition procedure involve following:

Application from candidate for documentation recognition;

Legalized study document (original or notarized copy);

Legalized enclosure for diploma with study courses/disciplines and their number, final marks, practices, term and graduate qualification papers (original or notarized copy);

Notarized diploma translation and its enclosure;

Others evidence of training including documentation about following study level, permit to professional activity, skills;

Specifying information from declarant if necessary.

Academical documentation of former USSR and BSSR is recognized automatically in the Republic of Belarus.

Criteria of foreign documentation recognition consist of three components:

criteria of recognition of educational institution;

criteria of education recognition as a result of syllabus mastering in academies abroad;

criteria of recognition study documentation (certificates, extracts, certifications, diplomas, qualifications).

Recognition of study documentation is paid. The Ministry of Education of the Republic of Belarus forms charge rate.

Application about recognition and conclusion preparation is considered no more than a month.

Foreign students have to observe the legislation to study or to work in the Republic of Belarus.
